Relating to higher education

ARTICLE 1 - INDEPENDENT COLLEGES AND UNIVERSITIES

Authorizing state colleges or universities to elect independent self governance, specifying certain election approval requirements and providing an effective date; requiring and providing for the creation of a board of trustees with membership to be appointed by the governor and confirmed by the senate, specifying certain membership requirements and requiring the candidate advisory council to assist the governor in determining criteria for and identifying and recruiting qualified candidates to serve as board members; specifying certain powers and duties of the board, requiring appointment of a president and the offering of student health services at state universities, authorizing the offering of the health services at state colleges and the charging of a student fee and contracting for hospital and medical benefits coverage; providing for the appointment of personnel and for inclusion of personnel in the state college and university bargaining unit for public employment labor relations (PELRA) purposes, requiring separate bargaining; requiring the board of trustees of the Minnesota state colleges and universities to transfer property to boards of independent state colleges or universities; granting the boards the same authority as the MnSCU board
