Appropriating money to the board of trustees of the Minnesota state colleges and universities (MnSCU) and authorizing the issuance of state bonds for higher education asset preservation and replacement (HEAPR) and for certain capital improvements at Bemidji, Mankato, Moorhead, St. Cloud and Winona state universities, at the Anoka Ramsey, Fond du Lac tribal, Inver Hills, Northland and Riverland community colleges, at the Central Lakes, Lake Superior and St. Paul colleges, at the Dakota, St. Cloud, Winona and South Central technical colleges and at the Century, Minneapolis, Fergus Falls, Moorhead and Rochester community and technical colleges; providing for certain systemwide renovations and for the payment of debt service by the board
