Relating to gambling; establishing a county natural resources and recreation fund and requiring deposit of a certain percentage of net lottery proceeds into the fund; requiring annual state lottery director certification to the commissioner of finance of the amount of gross revenue from the sale of lottery tickets by county, requiring commissioner of finance distribution of money in the county natural resources and recreation fund to counties in proportion to the percentage of gross lottery ticket revenues in the county; restricting use of money distributed to natural resources projects, county parks and other outdoor recreational activities or facilities maintained or operated by the county
