"Minnesota School Facility Design Build Program", authorizing and providing for school districts to use design build construction techniques to build school buildings; defining certain terms; providing for school boards solicitation and award of design build contracts for projects based on a best value selection process, requiring notice to the commissioner of education; specifying certain general and specific criteria for determining whether or not to use the design build selection method, requiring a summary of reasons to be made available upon request to interested parties; requiring and providing for the use of
licensed professionals; requiring a multiphase procedure for awarding the
contracts, requiring the school board to prepare a request for qualifications, specifying certain RFQ content requirements; requiring the school board and criteria developer to evaluate the design build qualifications of responding firms and compile a short list, requiring the school board to issue a request for proposals to the design builders on the short list, specifying certain RFP content requirements; providing for award of the contract, authorizing use of low bid design build procedures under certain conditions and the rejection of bids; requiring school districts using design build contracts to submit to the commissioner annual listings of executed contracts, specifying certain report content requirements, requiring the commissioner to summarize the information for publication on the department web site; exempting the contracts from the uniform municipal contracting law
