1E Modifying certain medical assistance (MA) estate recovery provisions (claims against estates); retroactively removing liens against life estates and joint tenancy interests in real property and eliminating recovery of alternative care costs; requiring and providing for the commissioner of human services and county agencies collecting sums from the estates of alternative care services recipients or attributable to life estates or joint tenancy interests in real estate continued after death to refund the amounts collected in proportion to the contributions, lien notices against life estates or joint tenancy interests filed after a certain date to have no effect, exception, liability immunity provision; appropriating money to the commissioner of human services for implementation purposes
