"Children's Health Security Act"; requiring the commissioner of human services to establish the children's health security program, specifying eligibility requirements and covered services, enrollment to be voluntary with no enrollee premiums or cost sharing requirements; enumerating application procedures; providing for the delivery of services through commissioner contracts with health maintenance organizations (HMO), community integrated service networks (CISN) and accountable provider networks, authorizing the commissioner to contract with a private sector entity to administer and manage the contracts and requiring commissioner contracting with health care and social service providers on a fee for service basis to provide program enrollees with services available only under medical assistance (MA) home and community based waivers; requiring the commissioner in consultation with a health care actuary to establish the method and amount of payments for services and to develop and implement a risk adjustment system for the program; requiring commissioner assistance to applicants in choosing a health plan company and designation of an ombudsperson to advocate for children enrolled in the program; requiring the commissioner to require participating health plan companies and providers to submit data required for assessing enrollee satisfaction, quality of care, cost and use of services for evaluation purposes; increasing the tax on cigarettes and tobacco products and imposing a floor stocks tax to fund the program, creating a children's health security account for the deposit of receipts; requiring the commissioner to develop an implementation plan for the program for presentation to the legislature by a certain date and to evaluate the provision of services to children with disabilities for presentation of change recommendations to the legislature by a certain later date; requiring the seeking of federal waivers and approvals necessary for implementation purposes and the adoption of rules
