Relating to marriage dissolution; modifying and expanding the definition of best interests of the child for child custody determination purposes; requiring the court to use the rebuttable presumption of joint legal and physical custody in determining the best interests of the child, requiring the justification of departure by detailed findings and authorizing court establishment of rules governing disagreements between the parents; authorizing the court to use the best interests rebuttable presumption of granting legal and physical custody to the parent more disposed to encourage and permit frequent and continuing contact with the child by the other parent under certain conditions, requiring justification of departure; requiring petitioners to notify the public authority responsible for child support collection of proceedings for dissolution, legal separation, determination of parentage or custody in certain public assistance receipt or application cases; specifying the basic support obligation of both parents; providing new child support guidelines as a rebuttable presumption in all child support cases, authorizing and providing for court deviation under certain conditions; requiring equal division of child care and medical costs; authorizing the court to order payment directly from the obligor to the obligee without intervention of the department of human services in certain situations and authorizing other than monthly payments; providing for special relief including modification of child support under certain conditions; modifying the definition of net income for public defender reimbursement determination purposes; repealing certain existing custody and support provisions relating to evidence of false allegations of child abuse, custody orders and support payment guidelines; specifying certain reference deletion and insertion instructions to the revisor of statutes
