Requiring the commissioner of transportation (DOT) to design and implement a pilot project to increase transportation opportunities for residents of greater Minnesota in areas with limited or nonexistent transit service, requiring a focus on the elderly or disabled or individuals with special transportation needs; requiring the commissioner to establish criteria for participation in the pilot project and to publicize the project; providing for application for and award of grants; specifying certain duties of local government units and special transportation providers selected for participation in the project; requiring a commissioner report to the legislature by a certain date on implementation and effectiveness of the project; appropriating money to the commissioner for design and implementation of the pilot project and for greater Minnesota transit assistance and to the metropolitan council for bus operations, requiring certain amounts to be used for the operation of metro mobility
