Relating to education; requiring the commissioner of education to obtain a
waiver from the no child left behind act from the federal department of
education by a certain date, specifying certain waiver request requirements; requiring the commissioner to notify the legislature by a certain date of the extent of success in obtaining the waiver and to modify the consolidated state plan and other agreements for implementing the act affected by the waiver; requiring the commissioner to report to the legislature by a certain date on developing certain measures to more effectively implement the act; specifying certain state initiatives to advance state and federal education goals, requiring the commissioner to recommend to the legislature by a certain date a method for integrating early childhood initiatives into the initiatives;
requiring the commissioner of finance to report to the legislature by a certain date the amount and purpose of the revenue and services potentially federally withheld upon the nullification and revocation of the consolidated state plan to implement the act; appropriating money to the commissioner of education for supplemental student services to improve student achievement
