SF 1628 Senate Long Description

Providing for shoreland and comprehensive lake management; modifying the definition of shoreland and defining cumulative impact; clarifying the application of the model standards and criteria adopted by the commissioner of natural resources (DNR) for the subdivision, use and development of shorelands to the shorelands of all public waters inventoried; requiring counties or cities to notify the commissioner of planned unit or cluster developments, common interest communities (CICs), subdivision plats or conditional use permits allowing nonriparian access to public waters and final decisions granting variances for objection purposes, prescribing a review and appeal process; requiring counties or cities to consider the effect of cumulative impacts on shoreland areas and public waters in administering and enforcing adopted shoreland management ordinances; authorizing the commissioner to adopt expedited alternative shoreland management standards and criteria for defined areas or for specific management issues; authorizing the commissioner to approve county or city comprehensive lake management plans, specifying certain plan requirements and requiring administration and enforcement of approved plans; requiring the commissioner to adopt rules governing the specific content and authorities of comprehensive lake management plans, specifying certain rule requirements; requiring commissioner approval of amendments to local regulations and authorizing review and approval of locally adopted conditional use permits, variances and planned unit or cluster developments; providing for the adoption of interim rules
