Expanding the authority of the commissioner of natural resources (DNR) relating to electronic transactions and authorizing the commissioner to establish an electronic licensing system commission for recovery of electronic licensing system costs; requiring the addition of a licensing agents issuing fee to the fees for issuing duplicate off highway motorcycle, snowmobile, all-terrain vehicle (ATV) or firearms safety certificates and duplicate hunter and trapper education course certificates; modifying the process for issuing snowmobile state trail stickers relating to the appointment and duties of licensing agents; modifying certain fee deposit requirements; appropriating money in the state parks account to the commissioner to operate and maintain the state park system and in the game and fish fund to the department enforcement division for administration of the firearm safety course program; establishing the forest bough account in the natural resources fund for deposit of bough buyers fees
