Relating to gambling; providing for the location of state lottery gaming machines at licensed racetracks (racino), requiring a state lottery director contract with the licensee, specifying certain contract content and deposit requirements, authorizing director contract cancellation, suspension or refusal to renew under certain conditions; requiring gaming machines location approval by the city or town of racetrack location; specifying certain gaming machine operation and specification requirements; providing for examination and testing of the machines and regulating prizes; prohibiting play by minors or lottery employees and families; specifying certain requirements of the director and the location provider relating to compulsive gambling, requiring the establishment of a proactive plan to prevent and control problem gambling and an annual director progress and performance report to the legislature; prohibiting local regulation; requiring the racing commission to require the licensee to reimburse the commission for personnel and regulation costs; establishing horse racing purse payments through a gaming machine revenues set aside; imposing a tax on gaming machine and card club revenue; eliminating the card club table limit; excluding gaming machine losses from recovery actions and plays from the definition of bets for gambling crimes purposes; authorizing gaming machine location contractees to conduct Indian casino games, requiring adoption of game procedures by the racing commission, imposing a tax on game receipts, requiring a horse racing purse set aside; severability and savings clause
