Relating to environment; providing for electronic waste recycling; defining certain terms; placing the responsibility for financing the management of historic and orphan electronic waste on producers of the waste, requiring annual determination and authorizing a limited advance collection fee; authorizing the fulfilling of the responsibilities by joining representative organizations of producers; specifying certain requirements of producers relating to collection, requiring registration with the pollution control agency and submission of a recycling plan to the agency for approval, specifying certain plan content and reporting requirements; requiring enforcement by the PCA, providing a private right of enforcement; specifying certain health and safety protection and service requirements; requiring producers selling electronic equipment in the state to phase out the sale of products containing certain hazardous materials by a certain date, authorizing PCA exemptions under certain conditions; specifying certain financial guarantee and human health protection requirements and performance goals of producers; requiring the commissioner of administration to establish purchasing and procurement policies requiring vendors of electronic equipment sold to the state to collect electronic waste and establishing a preference for equipment meeting specified environmental performance standards; requiring the PCA to establish a multistakeholder oversight and advisory committee by a certain date to oversee producer program plan implementation, review producer plan annual reports and identify and recommend additional products to be included as electronic waste, requiring annual reports to the legislature; repealing the requirements upon establishment and implementation of a national program for collecting, transporting and reusing or recycling electronic waste
