Relating to transportation; appropriating money to the commissioner of transportation (DOT) and authorizing the issuance of state bonds for construction, reconstruction and improvement of trunk highways including certain payments to landowners, authorizing use of certain amounts for program delivery and to accelerate transit capital improvements on trunk highways; appropriating money to the commissioner of finance for bond sale expenses and extending the availability of the appropriations; modifying the percentage of motor vehicle sales tax revenues required to be deposited in the highway user tax distribution and the metropolitan area and greater Minnesota transit funds; proposing an amendment to the Minnesota constitution, article XIV to dedicate motor vehicle sales tax revenues to highway and transit purposes
