Authorizing and providing for school districts to establish regional education districts to increase educational opportunities for learners and to increase the efficiency of administrative services through cooperation and coordination; authorizing school districts to enter into agreements to establish the districts, specifying certain agreement requirements and authorizing governmental units membership after establishment; specifying certain school board notice, public hearing and teacher exclusive representatives meeting requirements; providing for the creation of regional education district boards, specifying certain board membership requirements and powers and duties, authorizing post secondary education institution representation and requiring annual activities reports to member districts and the commissioner of education; providing for implementation of district agreements by the regional education district board and review by the education administrative district board; providing for the provision of education and administrative services by the regional district and for finances; designating regional education districts as special taxing districts for levy authority purposes; authorizing joint reports to the commissioner; providing for the addition and withdrawal of school districts and for dissolution of the regional districts
