Relating to education; requiring school and public library computers with
internet access available for use by students or children to be equipped with software filtering or blocking technology to restrict access to material
harmful to minors, authorizing unblocking by school districts and requiring
unblocking by libraries at the request of adults conducting bona fide research or pursuing a lawful purpose; requiring withholding of state funds until compliance with the requirement; requiring school districts and libraries to formally adopt internet safety policies consistent with the requirement, requiring electronic notice of compliance to the department of education
