Requiring the commissioner of employee relations (DOER) to deliver pharmaceutical benefits under the state employees health insurance plan through a pharmacy benefits management system, authorizing direct provision or contracts with a third party pharmacy benefits manager or with other states under a multistate drug purchasing program; requiring the pharmacy benefits manager in consultation with the commissioner of human services and the medical assistance (MA) drug formulary committee to develop and implement a preferred drug list with tiered cost sharing arrangements; providing for local government participation in the pharmacy benefits management system, exclusive representatives agreement requirement; authorizing the commissioner of employee relations to assess participating employers for administrative costs, requiring deposit of the assessments in a pharmacy benefits manage system fund for costs payment purposes
