1E Relating to crimes; establishing the Minnesota financial crimes oversight council to provide guidance relating to the investigation and prosecution of identity theft and financial crime, specifying membership requirements and duties including the establishment of a multijurisdictional statewide Minnesota financial crimes task force to investigate major financial crimes and selection of a permanent statewide task force commander to oversee the transition of the Minnesota financial crimes task force into the new task force, duties; requiring law enforcement officers selected to participate in the task force to be licensed peace or qualified federal law enforcement officers, specifying jurisdiction and powers; requiring the commissioner of public safety upon recommendation of the oversight council to make grants to state and local government units to combat identity theft and financial crime, authorizing commander preparation of a budget to establish a certain number of regional districts and funding grant allocations programs outside certain metropolitan area counties; authorizing the council to establish a victims assistance program for victims assistance and prevention and awareness programs establishment purposes, authorizing the council to retain the services of not for profit organizations to assist in the development of delivery systems; authorizing council advertising of a financial reward for tips leading to the apprehension and successful prosecution of individuals committing economic crime, regulating the release of the reward; subjecting property seized by the task force to criminal forfeiture; appropriating money to the commissioner for the council; repealing the Minnesota financial crimes task force and providing for transfer of task force equipment to the council for new task force use
