1E Modifying and simplifying certain provisions regulating parking privileges for persons with disabilities; replacing the term handicapped with disabled; clarifying certain disability license plate issuance provisions, restricting issuance by the commissioner of public safety of more than one set of the plates to the same individual and eliminating the monthly credit repayment requirement; defining certain additional terms for parking privileges purposes, distinguishing the difference between short term and temporary certificates; authorizing the issuance of two parking certificates to the same applicant under certain conditions; specifying the authorized use of the certificates, requiring cancellation of certificates for failure to comply; providing for the issuance of organization certificates to organizations providing transportation to physically disabled persons; clarifying the authority of the commissioner to charge for and cancel disability certificates; granting certain violations reporting authority to representatives of the council on disability; clarifying the provision requiring parking spaces reserved for the disabled to be free of obstruction
