Providing for certified stillbirth records under the vital statistics act,
defining stillbirth and eliminating or replacing certain references to fetal
death or dead fetus; requiring the filing of stillbirth records with the state
or local registrar or a designated mortician within a certain number of days of the birth and before final disposition; requiring the commissioner of health to establish a registration mechanism and to amend certain rules to conform to the requirement; providing for retroactive application; repealing a certain statutory provision and certain rules requiring the reporting of fetal deaths
