"Minnesota Fishing Protection Act", providing authority, direction and funding to achieve and maintain water quality standards for state surface waters to protect the quantity, edibility and health of fish; defining certain terms; providing for coordination and cooperation among public agencies and state and local government units; specifying certain implementation goals and policies; prescribing priorities for identification and restoration of impaired fisheries, for preparation and scheduling of total maximum daily loads and for funding prevention actions by the Minnesota fishing protection council; specifying certain general duties and authorities of the pollution control agency for administration purposes, prescribing procedures for TMDL approval, authorizing the PCA to enter into agreements with qualified public or private entities to develop third party TMDLs; creating the Minnesota fishing protection council to advise on the administration and implementation of the act, to foster coordination and cooperation and to advise the PCA on the development and appropriate processes for expert scientific review, requiring the PCA to provide administrative support and specifying certain membership representation requirements; requiring the fishing protection council to prepare an implementation plan addressing general procedures and timeframes by a certain date, requiring council recommendations to the governor on the appropriation of funds and biennial reports to the legislature on funded activities; providing for public and stakeholder participation and for scientific review, specifying certain education strategies development and implementation requirements; creating the Minnesota fishing protection account in the environmental fund for implementation purposes, specifying authorized sources of revenue and uses of the account; authorizing the public facilities authority to establish a Minnesota fishing protection capital improvement fund for grants to governmental units for the capital costs of wastewater treatment facility projects for phosphorus reduction purposes, specifying eligibility requirements, grant amounts and priorities and authorizing administrative, fees, limit; appropriating money to the PCA for statewide assessment of surface water quality and trends and for development of TMDLs for waters listed on a certain federal impaired waters list, to the department of agriculture, to the board of water and soil resources (BOWSR) and to the department of natural resources (DNR) for administration purposes and to the public facilities authority for Minnesota fishing protection capital improvements fund grants and for wastewater treatment and storm water projects
