Appropriating money to the board of trustees of the Minnesota state colleges and universities (MnSCU) for programs to promote kindergarten through grade 12 success and graduation and participation in post-secondary education by low income students, students of color and students with parents with no post-secondary education; requiring the development of programs aimed at college awareness and motivation for children, authorizing grants for partnership projects in cooperation with local schools and school districts, specifying certain program content requirements; requiring programs to help students to successfully transition from high school to college, authorizing competitive grants for certain project activities
