Providing for uniform standards for drivers licenses and other identification documents; requiring the department of health to provide uniform standards for the creation of birth certificates and other vital statistics documents, requiring consultation with the commissioner of public safety and specifying certain factors to be considered in developing the standards, imposing a penalty for willful and knowing issuance of counterfeited or altered documents or records; specifying certain duties of the commissioner of public safety relating to improved security of drivers licenses and ID cards, providing for enforcement of the standards for vital records presented in applying for drivers licenses; appropriating money to the department of public safety for an audit of the processes for issuance of drivers licenses, birth certificates and similar documents to suggest improvements to assure accuracy and security, requiring a report of audit results to the governor and legislature
