Relating to natural resources; creating an aquatic invasive species account in the natural resources fund to be used to prevent the spread of invasive aquatic plant and wild animal species into uninfested waters, to control and manage aquatic invasive species and to reestablish biological integrity in lakes and rivers; requiring a portion of the account to be used for a cost share grant program to local government units, lake associations and conservation organizations, specifying certain eligible prevention and management activities; requiring the commissioner of natural resources (DNR) to annually issue aquatic invasive species decals upon application and payment of a certain fee for operation of motorized watercraft in public waters, providing for sale and placement and requiring crediting of the fees to the aquatic invasive species account; requiring the deposit of the watercraft surcharge in the account; appropriating money in the account to the commissioner for aquatic invasive species control and management
