1E Enacting the "Uniform Environmental Covenants Act"; defining certain terms; specifying the nature of rights, role of environmental agency and providing for subordination of interests in real property under the covenants; specifying certain covenant content requirements and providing for validity and for effect on other instruments; specifying the relationship to other land use regulations; requiring copies of the covenants to be provided to persons signing the covenant or holding a recorded interest in or in possession of the real property subject to the covenant and to the local government unit of real property location, validity not to be affected by failure to provide the required copies; requiring and providing for the recording of the covenants and amendments or terminations in the county of real property location; specifying the duration of the covenants and providing for amendment or termination; providing for enforcement of the covenants through civil action; providing for the uniformity of application and construction and specifying the relationship to the federal electronic signatures in global and national commerce act; authorizing attorney general recovery of litigation costs and expenses and pollution control agency (PCA) response actions under the environmental response and liability act (superfund)
