Requiring the commissioner of human services to establish a parents as scholars pilot project for eligible TANF (temporary assistance for needy families) parents for counties to offer financial assistance to parents to attend post-secondary educational institutions; requiring the commissioner to develop minimum project and application requirements in consultation with counties and nonprofit social services agencies; requiring the coordination of services with county MFIP (Minnesota family investment program) case managers and the eligible project participants; defining eligible TANF parents; specifying county eligibility and providing for application; specifying a minimum number of hours of classes, study or employment for pilot project participants; requiring commissioner evaluation of outcomes of families participating in the project, specifying certain evaluation requirements and requiring presentation of preliminary evaluation results to the legislature by a certain date
