Establishing the existing internet crimes against children task force established by the St. Paul police department through funding provided by the federal office of juvenile justice and delinquency prevention (OJJDP) as a statewide task force to respond to technology facilitated crimes against children, specifying certain duties of the task force relating to child victimization issues and the investigation of persons possessing or distributing child pornography or committing crimes involving the exploitation or solicitation of minors for sexual purposes; specifying the role of local government units agreeing to participate in the ICAC program, requiring a memorandum of understanding addressing certain issues; providing for a commander and for membership of the task force and specifying task force jurisdiction and powers; requiring task force cooperation and collaboration with prosecutorial offices and law enforcement agencies, authorizing participating local government units to seek reimbursement for prosecutorial time and resources dedicated to the task force, match requirement; subjecting property seized by the task force to forfeiture; specifying certain reporting requirements of the task force commander and the commissioner of public safety and appropriating money to the commissioner for the task force
