1E Establishing the incumbent worker grant program under the job skills partnership program to expand opportunities for businesses and workers to gain new skills, defining incumbent worker; requiring the job skills partnership board to establish criteria for the grants and specifying a grant amount limit; providing for funding, requiring matching funds from qualifying employers; regulating the use of grant funds; requiring the board and the commissioner of employment and economic development (DEED) to jointly develop program performance outcome measures and standards, specifying certain minimum outcome measures requirements; requiring annual board and commissioner reports to the legislature; expanding the authorized uses of workforce development funds under certain conditions; removing the chair of the governor's workforce development council from the membership of the job skills partnership board and repealing the requirement for annual board reports to the legislature on workforce development programs
