2E Regulating state construction contracts; modifying certain competitive bidding procedures for state government procurement purposes; granting the commissioner of administration and the Minnesota state colleges and universities system (MnSCU) certain authority relating to the use of design build or construction manager at risk methods of project delivery or job order contracting, specifying certain limits and defining certain terms; specifying certain authority of the commissioner relating to solicitation and award of contracts and selection of contractors, limits; requiring a commissioner report to the legislature by a certain date on the number and total cost of projects delivered under the contracts; placing certain conflict of interest restrictions on members of the designer selection board; specifying certain design builder licensing requirements and regulating the solicitation of qualifications or proposals; authorizing and providing for the university of Minnesota to use the design build method of project delivery for certain larger construction or remodeling projects, limits; prescribing the design build qualification based selection process and specifying certain requirements for commissioner acceptance; enumerating certain specific requirements for selection of design and price based proposals, requiring board review and after acceptance a fixed price contract between the commissioner and the design builder; providing for the solicitation of qualifications for construction managers at risk and for contract negotiations; authorizing and providing for commissioner use of job order contracting for certain smaller projects, requiring selection of the contractor submitting the lowest price bid without unduly restricting competition or imposing conditions beyond reasonable requirements to ensure maximum participation of qualified contractors, requiring commissioner development of a system to ensure a reasonable opportunity for qualified contractors to bid on construction services on a periodic basis
