ARTICLE 1 - MOTOR FUEL TAXES
Increasing the gasoline and special fuels tax rates and requiring and providing for commissioner of revenue annual inflation adjustment of the rates
ARTICLE 2 - MOTOR VEHICLE TAXES
Expanding the authority for counties to levy wheelage taxes to counties statewide; requiring and providing for crediting of amounts collected to county road and bridge funds; increasing the motor vehicle registration tax on passenger automobiles and hearses
ARTICLE 3 - SALES TAXES FOR TRANSPORTATION
Authorizing and providing for counties to by resolution impose a general sales and use tax to be used for transportation purposes; specifying a tax rate limit and certain exemptions; providing for assessment and collection by the commissioner of revenue; authorizing joint powers agreements among counties
ARTICLE 4 - TRANSPORTATION IMPACT FEES
Authorizing cities or counties to by ordinance impose transportation impact fees on building permits, requiring adoption of safety and intersection improvement plans before imposition of the fees, specifying certain plan requirements and requiring use of the impact fees for projects identified in the plans; providing for calculation of the fees and specifying certain exemptions; providing for collection; specifying certain notice and hearing requirements
ARTICLE 5 - APPROPRIATIONS AND BOND AUTHORIZATIONS
Appropriating money to the commissioner of transportation (DOT) for improvements to the interregional corridor system, for the elimination of traffic bottlenecks, for grants to match federal money and to replace or rehabilitate local deficient bridges and for deposit in the local road improvement fund; authorizing the issuance of state bonds
ARTICLE 6 - LOCAL ROADS
Expanding certain commissioner of transportation (DOT) county state aid highway fund annual estimate requirements, providing for apportionment of an excess sum as well as an apportionment sum; exempting local road improvement fund grant or loan procedures and criteria of the commissioner from the administrative procedure act
