Requiring the commissioner of education to select computer based adaptive assessments to accurately measure student achievement and student growth in conjunction with statewide testing and reporting requirements and requirements under the federal no child left behind act, specifying certain assessment and commissioner reporting requirements; requiring the department of education to assist school districts eligible to receive Microsoft settlement cy pres program vouchers in using the vouchers to acquire equipment and software necessary to administer the assessment selected; requiring the commissioner to select a certain number of school districts to participate in a student portfolio demonstration project, specifying certain portfolio assessment use requirements and providing for application and for commissioner determination of the technical soundness of the portfolio assessments selected by the participating districts
