Relating to the organization, operation and financing of state government, appropriating money for general legislative and administrative expenses

ARTICLE 1 - STATE GOVERNMENT APPROPRIATIONS

Appropriating money to the legislature for general operations and for certain public information technology services, to the constitutional officers, to the campaign finance and public disclosure, investment, capital area architectural and planning (CAAPB), gambling and state lottery boards, to the office of administrative hearings, to the commissioner of administration for technology, state facilities, state and community, administrative management and fiscal agent services, to the commissioner of finance for state financial management and information and management services, to the commissioner of employee relations (DOER), to the commissioner of revenue for tax system and accounts receivable management, to the commissioner of military affairs for training facilities maintenance, for general support and for enlistment incentives, to the commissioner of veterans affairs, to the veterans of foreign wars, to the military order of the purple heart, to the disabled American veterans, to the racing and amateur sports commissions, to the black Minnesotans, Chicano-Latino affairs, Asian-Pacific Minnesotans and Indian affairs councils and to the Minnesota state retirement system (MSRS), the Minneapolis employees retirement fund (MERF) and the Minneapolis and St. Paul teachers retirement fund associations (TRA); providing for the payment of tort claims and for the general contingent accounts

ARTICLE 2 - STATE GOVERNMENT OPERATIONS

Providing a standing appropriation to the state board of investment for administrative expenses, requiring commissioner of finance establishment of the state board of investment operating account; modifying certain powers and duties of the board and the apportionment of expenses; appropriating certain money received by the capital area architectural and planning board for certain review and planning services for continued availability purposes; eliminating a certain restriction on money appropriated from the statewide systems account to the commissioner of finance to pay for statewide systems services and modifying and clarifying certain budget forecast and money allocation requirements of the commissioner; providing for a temporary voluntary unpaid leave of absence program for state employees; repealing a certain requirement to transfer certain funds to the tax relief account and certain requirements for state agency applications for nonstate funds
