Modifying certain high level radioactive waste transportation fees payable to the commissioner of public safety, imposing fees for the transport of both high and low level radioactive or transuranic waste and requiring receipt by the commissioner before shipment; requiring shipper payment of costs of security associated with escorting the shipments; requiring the commissioner to set an additional fee to be paid by owners of the nuclear powered electric generating plants to pay for activities under the emergency response plan, contingency, authorizing the commissioner to reduce or eliminate the fee upon determination of other funding sufficient to cover the costs; creating the nuclear waste transportation account in the special revenue fund for the deposit of fees received and appropriating money in the account to the commissioner for the emergency response plan
