1E Authorizing and providing for the city of St. Paul to participate in the creation of and contract with a nonprofit organization for the management and operation of the RiverCentre complex; providing for mayor appointment and city council approval of a governing board and selection of a president of the organization by the board; regulating the contract; requiring the city to protect the rights of RiverCentre bondholders and preserving certain tax exemptions; designating the nonprofit organization as the successor to the RiverCentre authority; specifying the liability of organization officers, directors, employees and agents, requiring city indemnification; classifying data collected, received, created or maintained by the nonprofit organization in preparing or submitting requests for proposals or bids relating to events hosted, conducted or sponsored by the organization
