ARTICLE 1 - AGRICULTURE AND RURAL DEVELOPMENT APPROPRIATIONS
Appropriating money to the commissioner of agriculture for the voluntary cleanup program, for agricultural marketing and development, for ethanol producer payments, for continuation of the dairy development program, for the northern crops institute, for the livestock breeders association, for family farm security interest payment adjustments and for aid payments to county and district agricultural societies and associations, to the board of animal health and to the agricultural utilization research institute; modifying the dates for commissioner of agriculture semiannual reports to the legislature on agricultural fund expenditures; authorizing the commissioner to impose a nonrefundable application fee for agricultural best management practices loans and increasing certain permit, license or registration application and inspection fees; modifying certain provisions relating to the certification of soil and manure testing laboratories; increasing the amount of money in the agricultural chemical response and reimbursement account allowed to be used to pay administrative costs; modifying certain certificate or inspection fee, bee colony registration and commercial feed license application and renewal requirements; repealing the waste pesticide account
ARTICLE 2 - ENVIRONMENT AND NATURAL RESOURCES APPROPRIATIONS
Appropriating money to the commissioner of environmental protection for the clean water partnership program, for water quality protection assistance and education, for individual sewage treatment system (ISTS) administration and grants, for new technology review, for the county feedlot program, for the small business environmental improvement loan, air pollution and water quality monitoring and leaking underground storage tank programs, for environmental response, compensation and compliance, for county SCORE block grants, for metropolitan landfill abatement, for environmental assistance grants or loans and for administrative support, to the commissioner of natural resources (DNR) for land, mineral resources, water resources, forest, parks and recreation, trails and waterways and fish and wildlife management, for ecological services, for enforcement activities and for operations support, to the Minnesota conservation corps, the board of water and soil resources (BOWSR) for local government units natural resources block and soil and water conservation district grants and for a grant to the Red River basin commission to develop a basin plan, to the zoological board, to the science museum and to the metropolitan council for regional parks and trails maintenance and operations; modifying the requirement for the transfer of certain forest suspense account receipts; imposing a road easement application fee and creating the land management account in the natural resources fund to administer the program; requiring the commissioner to establish an off highway safety and conservation grant program to encourage off highway vehicle clubs to assist in safety training, environmental education and maintenance of public trails; creating the riparian land enhancement account in the natural resources fund for the deposit of certain proceeds from the sale of tax-forfeited lands bordering public waters for grants to improve water resources near the land sold; clarifying and modifying certain state park fee provisions and increasing the fee for cross country ski passes; authorizing the commissioner to assess a surcharge on tree seedlings; modifying the disposition mineral land lease payments, creating the minerals management account in the natural resources fund and regulating use; clarifying the authorized uses of certain game and fish license or stamp and underground storage permit fee revenues; increasing certain water use processing and water bank program application fees and modifying the surcharge requirement for irrigation permits; authorizing special critical habitat license plates on recreational equipment; limiting the amount of payments to counties in lieu of taxes on natural resources lands after a certain fiscal year; repealing the existing off highway vehicle safety and conservation program
ARTICLE 3 - JOBS AND ECONOMIC DEVELOPMENT APPROPRIATONS
Appropriating money to the commissioner of employment and economic development (DEED) for business and community development and for workforce partnerships and services, to the commissioner of commerce for financial examinations, for the petroleum tank release cleanup board, for administrative services, for market assurance, for energy and telecommunications and for weights and measures, to the housing finance agency for the economic development and housing challenge program, for the housing trust, home ownership assistance and affordable rental investment funds, for family homeless prevention, for housing rehabilitation and accessibility, for home ownership education, counseling and training and for nonprofit capacity building grants, to explore Minnesota tourism, to the commissioner of labor and industry for workers compensation, for workplace services and for general support, to the bureau of mediation services, to the workers compensation court of appeals, to the Minnesota historical society for education and outreach, for preservation and access, for the Minnesota international center, for the air national guard and military museums and for farmamerica and to the arts, accountancy, architecture, engineering, land surveying, landscape architecture, geoscience and interior design, barber examiners and electricity boards and to the public utilities commission (PUC); imposing certain insurance education and certification fees and increasing certain license fees to be paid to the commissioner of commerce; increasing the amounts of money required to be allocated for renewable energy production incentives; authorizing the commissioner of employment and economic development to sell marketing materials at cost to economic development organizations, requiring use of the proceeds to pay for production of the materials; modifying certain Minnesota investment fund grant limits; requiring the commissioner of labor and industry to issue annual permits to boats carrying passengers for hire on inland waters and modifying certain inspection fee requirements; modifying certain boiler inspection, registration and license fee requirements and certain reporting requirements of boiler insurers and specifying certain engineer examination requirements; expanding eligibility for renewable energy production incentive payments for wind energy conversion facilities; requiring reimbursement to the department of commerce for legal and administrative expenses under the residential building contractors recovery fund; modifying certain requirements for the sale of abandoned property and for county capital improvement plans; expanding the authority of the HFA to refinance residential housing and eligibility for the challenge grant or loan program; reducing the marriage license fee and eliminating the portion of the fee allocated for the displaced homemaker program; repealing the authority of the commissioner of employment and economic development to enter into tourism project agreements and mortgage credit certificate aid
