Modifying a certain provision authorizing the commissioner of administration to lease land or other premises for state operated community based human services programs; appropriating money to the commissioner of employment and economic developent (DEED) for a grant to the city of Fergus Falls to demolish the waste incinerator and steam heating facility at the regional treatment center, to dispose of hazardous materials and to fill the site and to the commissioner of finance to retire municipal bonds issued by the city in connection with the incinerator and heating facility, requiring implementation of the projects in consistency with the recommendations in the final regional treatment center master plan and reuse study; authorizing the issuance of state bonds; authorizing and providing for the conveyance of certain surplus state land at the regional treatment center; waiving the provisions, terms and conditions of grants by the director of the office of environmental assistance (OEA) to the city for the incinerator and steam heating facility due to closure
