Establishing a conditional release board with the authority to release certain nonviolent controlled substance offenders committed to the commissioner of corrections under certain safety conditions, specifying certain board membership requirements; providing for petitions to the board for conditional release from prison before the scheduled supervised or target release date, requiring successful completion of a chemical dependency treatment program during imprisonment to be eligible for release; prescribing the release procedure, authorizing board rescission of conditional release under certain safety consideration conditions; authorizing petitions for the sealing of records relating to controlled substance violations in actions or proceedings not resolved in favor of the petitioner under certain conditions; requiring the commissioner to issue a request for proposals (RFP) from vendors to construct and operate a secure correctional facility to house controlled substance offenders, specifying certain request and proposal requirements
