2E Modifying the governance structure of the Minnesota comprehensive health association; eliminating membership in MCHA and member assessments; modifying the membership of the board of directors and eliminating certain powers of the association; conforming state income tax provisions relating to health savings accounts to changes under the federal medicare prescription drug, improvement and modernization act of 2003; increasing the tax rates and imposing a floor stocks tax on cigarettes; providing a health insurance exemption from the insurance premiums tax; appropriating money to the commissioner of commerce to offset the deficit in the MCHA program, requiring commissioner inclusion of deficit estimates in budget requests beginning in a certain future biennium; repealing the MCHA member assessment; sunsetting certain provisions upon certification to the legislature by the commissioner of finance of the insufficiency of the revenue produced by the increase in the cigarette tax to offset the deficit in the MCHA program
