Establishing a crosswalk safety education account for deposit of a certain portion of fines collected from violations occurring in crosswalks without traffic control signals, requiring crediting of certain other portions to the local government unit prosecuting the violation and to the general fund; appropriating money in the crosswalk safety education account to the commissioner of public safety for certain crosswalk safety education and enforcement purposes
