1E Requiring and providing for the licensing of plumbers by the commissioner of health, requiring the adoption of certain rules; prescribing fees for plumbing examinations, registrations, licenses and inspections; establishing inspection requirements for new plumbing installations; defining restricted plumbing contractor for licensing purposes; requiring commissioner implementation of an inspection plan by a certain date, exempting local government units with plumbing inspection requirements similar to the state requirements from commissioner inspections; prohibiting cities or towns from requiring licenses for persons performing building sewer or water service installation with completed pipe laying training prescribed by the commissioner; requiring and providing for the licensing of master, journeyman and restricted plumbing contractors, excepting certain persons performing building sewer or water service installation or selling appliance plumbing installation service at retail; requiring and providing for commissioner regulation of inspectors; granting the commissioner certain license issuance or renewal denial authority; specifying certain reference change instructions to the revisor of statutes
