Establishing a school site governance program to provide schools with more authority and flexibility in teaching and providing services to students at school sites; requiring the formation of school site decision making teams, specifying certain powers and duties of the teams and providing for allocation of revenue; authorizing certain contracts and the expenditure of funds, limiting duration of the contracts; providing for employees as employees of the school district for salary, benefits, seniority, retirement and other personnel purposes, school site decision making teams to determine hiring or transfers; requiring the team to enter into performance agreements with the school board, limiting the term of the agreements; providing for termination of site based program authority; requiring team and school board annual reports to the commissioner of education and requiring the commissioner to evaluate the effectiveness of the program by a certain date
