1E Relating to public safety; increasing the minimum or maximum 911 emergency telecommunications service fees and eliminating certain references to tariff and price list, exempting the commissioner of public safety from contracting or agreeing to pay for federally mandated services of wire line or wireless telecommunication service providers; authorizing the commissioner to reduce the level of service without incurring termination fees under certain contract estimate deviation conditions; providing for distribution of excess enhanced 911 service fees; expanding the authority of the metropolitan council to issue revenue bonds to reimburse local government units for a certain percentage of the cost of building subsystems in the southeast or central district of the state patrol, modifying the bonding limits and specifying certain restrictions on the use of bond proceeds and of the open appropriation to the commissioner for 911 emergency telecommunications service, specifying certain metropolitan council debt service payments calculation and bonds adjustment requirements; modifying certain appropriation transfer requirements of the commissioner; providing for a property tax levy to secure payment of system operating costs; appropriating money to the commissioner for certain prior year obligations, for public safety answering points and for medical resource communication centers
