"Homeowners Protection Act"; requiring municipal building inspectors and officials to attend a certain number of hours per year of continuing education on current practices, technologies and code changes, authorizing payment for attendance at the required classes with local permit and inspection fee revenue; expanding the content requirements for annual municipal building code enforcement fee reports to the commissioner of administration relating to the total number of permits issued, inspections performed and staff hours and expenditures and fees associated with permit and inspection services administration, requiring the inclusion of certain additional information under certain excess fees collection conditions; making mandatory the option for the commissioner of commerce to adopt standards for continuing education requirements for residential building contractors and remodelers and for approval of the requirements, specifying certain standards requirements and restrictions and requiring annual publication of the standards; specifying certain prelicensure education requirements for residential building contractors and remodelers, requiring the commissioner to contract with a private organization to develop the prelicensure curriculum subject to commissioner approval, requiring issuance of certificates of completion to enrollees; requiring the commissioner to develop a guide for owners and prospective owners of newly constructed homes to be available in electronic form to real estate brokers and salespersons, residential building contractors and remodelers and the general public, specifying certain guide content requirements relating to moisture problems, homeowners warranties, certain disclosure requirements and prepurchase inspection; requiring the commissioner to create and maintain a web page providing information on home inspections; regulating actions for breach of statutory home warranty requirements, specifying certain communication requirements relating to claims, requiring residential building contractor or remodeler license suspension for failure to comply
