ARTICLE 1 - APPROPRIATIONS AND RELATED LANGUAGE

Authorizing spending to acquire and improve public land and buildings and other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain departments and agencies; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement, for renovation of the academic health center, of the education sciences building and of Kolthoff hall on the Minneapolis campus, for renovation of the life science building and for construction of the recreational sports facility on the Duluth campus, for construction of an addition to the heating plant and of a football stadium on the Morris campus and for design, construction and equipment of a building to accommodate the farm machinery and repair, maintenance and carpentry shops at the north central research and outreach center (ROC) at Grand Rapids, to the board of trustees of the Minnesota state colleges and universities for HEAPR and for certain improvements at Winona, Moorhead, St. Cloud, Bemidji and Mankato state universities, at the Century, Lake Superior, Minneapolis, Fergus Falls, Moorhead and Rochester community and technical colleges, at the St. Cloud, South Central, Southeast and Dakota technical colleges, at the Anoka Ramsey, Inver Hills, Northland and Riverland community colleges, at the Central Lakes and St. Paul colleges and at the Fond du Lac tribal and community college, for systemwide science lab and certain classroom renovations, for obsolete building demolitions, for program consolidation and for land acquisition, to the commissioner of education for grants to independent school district #709, Duluth for construction of an addition to the Grant magnet school, to east metro integration district #6067 for the acquisition of land for the Crosswinds arts and science middle school and in general for rehabilitation of early childhood learning and child protection commissioner of administration for asset preservation and for completion of the auditorium at Noyes hall at the state academies for the deaf and blind, for campus asset preservation, for Beta building for asset preservation and for certain zoo facility improvements, to the commissioner of administration for capital asset preservation and replacement (CAPRA) account, for certain parking lot amateur sports commission for a grant to the city of Rochester for expansion of the national volleyball center, to the adjutant general for asset preservation and for facility life safety improvements, to the commissioner of administration for construction of a world war II veterans memorial on the state capitol mall, to the commissioner of public safety for grants to the city of Blue Earth for construction of a regional fire and police station and to the city of Rochester for construction of a regional public safety training center, to the commissioner of transportation (DOT) for local bridge replacement and rehabilitation, for local road and rail service improvements, for port development assistance, for the Northstar commuter rail and for grants to the city of Duluth for to the commissioner of administration for a grant to Hennepin county for renovation and expansion of the acute psychiatric service at the medical center (HCMC) and for certain human services treatment facility, veterans home and correctional facility improvements, to the commissioner of employment and economic development for certain public facilities authority state match requirements, to the public facilities authority for the wastewater infrastructure funding (WIF) program, for grants to certain sewer districts for the construction of certain facilities and for grants to local government units to assist with the cost of rehabilitation and replacement of publicly owned infrastructure due to Austin flood damage, to the city of Duluth for construction of sanitary sewer overflow storage facilities, to the city of Eagle Bend for construction of a wastewater collection and treatment system, to the city of Two Harbors for construction of an equalization basin and chlorine contact tank, to the city of Burnsville for construction of a water treatment facility and to the cities of Crookston and Red Lake Falls for construction of emergency riverbank protection and erosion control measures in the vicinity of U.S. highway #2, to certain water systems for construction of rural facilities within the Lewis and Clark rural water system, to the city of Roseau for flood damage repair and to the city of Virginia for replacement of the steam heating system and for total maximum daily load grants, to DEED for the greater Minnesota business development public infrastructure grant program and for grants to the city of Buffalo Lake for the construction of a maintenance garage and for street repairs, to the city of Detroit Lakes for renovation of the Detroit Lakes regional pavilion, to the city of Duluth for construction of a new or renovation of the existing Duluth arena and for construction of exhibits and facility improvements at the Lake Superior zoo, to the city of Gaylord for construction of the multicultural and lifelong learning center, to the Laurentian energy authority for construction of a wood yard for processing and prepping biomass wood waste, to the city of Minneapolis for the midtown exchange project, for a new Minnesota planetarium and for construction and an atrium to create the Minnesota Shubert center, to Hennepin county for construction of the Colin Powell youth leadership center and for capital improvements to the Lowry avenue corridor, to the city of Moorhead for asset preservation at the Heritage Hjemkomst center, to the board of regents of the university of Minnesota for the Mayo clinic biotechnology research facility, to the city of St. Paul for infrastructure to support bioscience development, for renovation of the Ordway center for the performing arts and for Phalen boulevard construction and to the city of Winona for predesign of the great river Shakespeare festival theater, to the commissioner of the housing finance agency for certain rental housing loans and grants and for supportive housing, to the iron range resources and rehabilitation board (IRRRB) for a grant to the St. Louis and Lake counties regional railroad authority for completion of construction of the Mesabi station, to the Minnesota historical society for historic sites asset preservation, for Fort Snelling historic site preservation, for Kelley farm land acquisition and for a grant to the city of Maplewood for restoration of the Bruentrup farm and to the commissioner of finance for bond sale expenses; specifying certain match requirements; requiring a university of Minnesota contribution toward the cost of asset preservation and replacement and providing for the payment of debt service by the MnSCU board; reducing a certain prior limit on the transfer of funds from the general fund to the state bond fund; authorizing the sale of state bonds; modifying the definition of maximum current cash flow requirement for certificates of indebtedness purposes; renaming the greater Minnesota redevelopment accounts the Minnesota development accounts for statewide application purposes, expanding the definition of development authority; authorizing commissioner of education grants to public library jurisdictions to renovate or expand existing buildings or to construct new library buildings and increasing the limit on accessibility grants; providing for disposition of surplus property by the MnSCU board; establishing a rural road safety account in the local road fund and providing an annual appropriation to the commissioner of transportation for grants to counties for the costs of certain capital improvement projects on county state aid highways; requiring public facilities authority grants to local government units under the financial assistance program of the PCA for the cost of wastewater treatment projects necessary to meet total maximum daily load requirements under the federal clean water act; authorizing counties to enter into joint powers agreements to construct and operate regional adult detention facilities; providing for the continued availability of a certain prior appropriation to the DNR for the harbor of refuge and marina at Two Harbors; requiring the parking facility for the department of human services to lease a certain number of spaces for employees of the St. Paul fire department; specifying the authorized uses of a certain prior appropriation to the metropolitan council for the northwest busway and granting the council the powers of Hennepin county for the use of design build specifications; modifying the use of a certain prior appropriation to the commissioner of health for certain dental clinics at certain community colleges; reenacting the shoreland protection program; encouraging the university of Minnesota board of regents to expand the parking facilities at the Duluth campus; authorizing and providing for conveyance of surplus state land on the Willmar regional treatment center campus in Kandiyohi county to a local government unit for public purposes consistent with the master plan and reuse study, authorizing the commissioner to require the county to reimburse the state for all or part of campus redevelopment funded and completed by the state and regulating resale of the property; authorizing the HFA to enter into an agreement with the higher education services office (HESO) to issue qualified student loan bonds
