A bill for an act
relating to public safety; authorizing rulemaking to
allow installation of vehicle-monitoring device in
certain vehicles; making clarifying changes; amending
Minnesota Statutes 2004, section 169.71, subdivision 1.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2004, section 169.71,
subdivision 1, is amended to read:

(b) Paragraph (a), clauses (2) and (3), do not apply to law
enforcement vehicles.

(c) The commissioner of public safety is authorized to
exempt other vehicles from the paragraph (a), clause (2),
prohibition. The commissioner shall adopt rules to exempt any
small, commissioner-approved camera or vehicle-monitoring device
for suspension, attachment, or installation, in a manner
determined and approved by the commissioner, near or under the
rearview mirror located at or near the middle of the front
windshield in a motor vehicle for safety enhancement purposes,
such as improvements in driver skills and vehicle operation and
reductions in the severity and number of collisions.
