Modifying certain provisions governing state timber lands; making mandatory the option of the commissioner of natural resources (DNR) to designate forest roads by written order published in the state register; exempting forest improvement contracts from certain state procurement competitive bidding and approval requirements; recodifying and clarifying certain provisions requiring the commissioner to annually hold public meetings in the forested area of the state to inform the public on the allocation of harvest plans between informal, intermediate and regular auction sales and to annually report to the state executive council on the status of state timber sales and the timber management program; eliminating the option of the commissioner to list the estimated quantity of timber of doubtful market value in the auction sale list and notice; defining employee for certain sale restriction purposes; modifying certain
