Appropriating money to the board on judicial standards, to the board of public defense and to the commissioners of public safety, corrections, human services, veterans affairs and administration for certain deficiencies; providing additional funding for natural disaster assistance and the criminal gang strike force under the department of public safety, for correctional institutions,operations support and community services under the department of corrections, for certain forensic treatment programs under the department of human services and for costs associated with the relocation of the departments of health and agriculture under the department of administration; transferring a certain amount of money from the budget reserve to the general fund
