relating to agriculture; directing commissioner of
agriculture to conduct a study regarding a rail
container load-out facility in or near Willmar.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin RAIL CONTAINER LOAD-OUT FACILITY STUDY.

new text begin The commissioner of agriculture, in close consultation with
the commissioner of transportation, shall conduct a study of the
feasibility and desirability of constructing a rail container
load-out facility in or near the city of Willmar. The study
must include an estimate of the costs and benefits of such a
facility to the city and region and to the state transportation
system. The commissioner shall report to the governor and
legislature on the results of the study by January 15, 2006.
