Authorizing conservation enforcement officers, wildlife area managers or persons under contract with the commissioner of natural resources (DNR) to temporarily use firearm silencers at specific times and locations for wildlife control operations requiring stealth, requiring the commissioner to establish and enforce written policies governing the use, possession and transportation of the devices, to limit the number of devices maintained by the department and to keep direct custody and control of the devices when not in use
