ARTICLE 1 - APPROPRIATIONS AND RELATED LANGUAGE
Authorizing spending to acquire and improve public land and buildings and other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain departments and agencies; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement, for renovation of the academic health center, of the education sciences building and of Kolthoff hall on the Minneapolis campus, for renovation of the life science building and to construct, furnish and equip a recreational sports facility on the Duluth campus, for construction of an addition to the heating plant and of a football stadium on the Morris campus and for design, construction and equipment of a building to accommodate the farm machinery and repair, maintenance and carpentry shops at the north central research and outreach center (ROC) at Grand Rapids, to the board of trustees of the Minnesota state colleges and universities for HEAPR and for certain improvements at Bemidji, Winona, Moorhead, St. Cloud and Mankato state universities, at the Century, Lake Superior, Fergus Falls, Minneapolis, Moorhead and Rochester community and technical colleges, at the St. Cloud, South Central, Southeast and Dakota technical colleges, at the Anoka Ramsey, Northland, Riverland and Inver Hills community colleges, at the Fond du Lac tribal and community college and at the Central Lakes, Lake Superior and St. Paul colleges, for systemwide science lab and certain classroom renovations, for obsolete building demolitions, for program consolidation and for land acquisition, to the commissioner of administration for campus asset preservation and for Beta building demolition at the Perpich center for arts education, to the commissioner of education for a maximum effort school loan to independent school district #38, Red Lake for construction of middle and high school facilities and for grants to rehabilitate early childhood learning and child protection facilities, to the commissioner of administration for asset preservation at the state academies for the deaf and blind, to the commissioner of natural resources for flood hazard mitigation grants, for renovation or removal of publicly owned dams, for certain reinvest in Minnesota wildlife management projects, for fisheries acquisition and Croix River watershed management organization to complete the sewer system, to the city of New Brighton for relocation of a sanitary sewer interceptor, to the city of Austin for flood relief and through the public facilities authority to the city of Burnsville for construction of a water treatment facility, to the cities of Crookston and Red Lake Falls for riverbank protection, to the cities of Luverne and Worthington for the Lewis and Clark rural water system and to the city of Roseau for infrastructure repair and municipal complex relocation, for the greater Minnesota business development infrastructure grant program, for bioscience development grants, for grants to the city Buffalo Lake for maintenance garage and street repair, to the city of Detroit Lakes for renovation of the historical regional pavilion and band shell, to the Laurentian energy authority for a wood yard, to the city of Minneapolis for a new planetarium, for the Heritage park project and for creation of the Minnesota Shubert center, to the city of Moorhead for heritage Hjemkomst center asset preservation, to the city of Orono for acquisition of the Big Island veterans camp, to the city of St. Paul for the Phalen corridor and to the board of regents of the university of Minnesota for the Mayo clinic biotechnology research facility, to the commissioner of the housing finance agency for certain rental housing loans and grants and for supportive housing, to the Minnesota historical society for historic sites asset preservation, for county and local preservation grants and for fort Snelling historic site preservation projects and to the commissioner of finance for bond sale expenses; authorizing the sale of state bonds; specifying certain match requirements; providing for the payment of debt service by the MnSCU board; modifying the definition of maximum current cash flow requirement for certificates of indebtedness purposes; expanding DNR grants to local government units for parks and outdoor recreation areas to veterans memorial gardens and parks; authorizing commissioner of employment and economic development grants from the greater Minnesota redevelopment accounts anywhere in the state under certain conditions; authorizing commissioner of education grants to public library jurisdictions to renovate or expand existing buildings or to construct new library buildings and increasing the limit on accessibility grants; providing for disposition of surplus property by the MnSCU board; establishing a rural road safety account in the local road improvement fund and providing an annual appropriation to the commissioner of transportation for grants to counties for the costs of certain capital improvement projects on county state aid highways; modifying a certain provision authorizing the commissioner of administration to lease land or other premises for state operated community based human services programs; requiring public facilities authority grants to local government units under the financial assistance program of the PCA for the cost of wastewater treatment projects necessary to meet total maximum daily load requirements under the federal clean water act; authorizing the amateur sports commission to lease a certain percentage of the land at the national sports center to public or private entities for the benefit of amateur sports; changing the recipient of a certain prior appropriation to the commissioner of administration for a grant for the Paramount arts district regional arts center from the St. Cloud housing and redevelopment authority (HRA) to the city of St. Cloud; providing for the continuation of a certain prior appropriation for the harbor of refuge at Two Harbors; expanding the authorized use of a certain prior appropriation to the commissioner of administration for the Fergus Falls treatment center; changing the agency responsible for design and construction of a community dental clinic at Lake Superior community college in Duluth from the commissioner of health to MnSCU; eliminating the requirement for the Minnesota zoological garden to pay the debt service costs on bonds sold for the marine education center; authorizing and providing for conveyance of certain surplus state land on the Willmar, Fergus Falls and Ah Gwah Ching regional treatment center campuses; authorizing the HFA to enter into an agreement with the higher education services office (HESO) to issue qualified student loan bonds; authorizing the Minneapolis park and recreation board to sell the property known as the Fuji Ya restaurant property and providing for use of the proceeds; encouraging the board of regents of the university of Minnesota to expand the parking facilities at the Duluth campus; authorizing independent school district #2580, East Central to sell the middle school building and forgiving an outstanding loan balance on a certain maximum effort capital loan to former independent school district #566, Askov
